Qualification for FIFA’s new Club World Cup is straightforward. If a club wins the confederation championship, it books a place in the tournament, meant to pit not just the most recent continental champions against each other but also to expand to include other clubs that have enjoyed recent success.

That meant Concacaf was set to send the last four winners of the Concacaf Champions Cup to the event taking place in the United States next summer: Monterrey, the Seattle Sounders, León and Pachuca.

FIFA itself has marketed it as such, putting this graphic on its social media channels in October:

But a provision in regulations released Tuesday by FIFA puts the participation of Concacaf’s two most recent champions in doubt.
