Technically, it's the FIFA ratings PLUS matches against non-FIFA members, e.g. Guatemala getting more credit in the Concacaf rankings for besting French Guiana in the last Nations League and Guadeloupe at the Gold Cup.
If you don't mind my promoting my chicken-scratch: I have an idea as to why Concacaf has implemented this particular Swiss format. Closer to conspiracy theory than educated inference at this point, but the endgame would be finding a way to keep the USA-Mexico World Cup qualifying showdowns going forward...
